This is the 12" EP for Guided By Voices The Pipe Dreams of Instant Prince Whippet that has never been played before and is still sealed in the original packaging. It was released in 2002 as part of the Fading Captain Series #24. I believe these were printed on white vinyl but as this hasn't been opened and has no ticket on it I can't be 100% sure. I have a bunch of other sealed records listed so be sure to check those out as well.
