Snatcher was a video game released for the PC-8801, the first of the PC-88 family of computers released in Japan, and the MSX2. Snatcher was written and directed by Hideo Kojima, a young, up-and-coming director working at Konami during the early 80's. Kojima was just finished directing Metal Gear (1987), and wanted to make a game that had the production quality of an anime, or even a film. 
With the 80's constantly pushing the envelope when it came to technological breakthroughs and developments, the PC-88 supported FM and stereo sounds (in other words, two separate audio channels). The MSX2, despite limitations, came with an audio expansion cartage that increased RAM and provided a soundscape range beyond what the MSX2 could provide at the time. With this new technology, Hideo Kojima was keen to try and both push the envelope on what video games could be, and follow through on his passions. In 1988, Snatcher is released in Japan.
Down the line, Konami decides it's worth it to localize Snatcher for Europe and America. The Snatcher team sees it as an opportunity to fine-tune some parts of the game they wished they could have improved on (while also having to cut out some ehh... risque and gory content). On January 1995, Snatcher is released in America on the Sega CD. 
Knowing this should give you a little more of an idea of where the Snatcher soundtrack is coming from. It's coming from a time where technology was innovative and constantly getting better. It was one of Hideo's first projects before he would go on to create one of the highest grossing video games in the world. It's a real piece of history, and you should play it if you've never had the chance.
