Vicor #VO-956. Philipino teen pop(?) with odd Latin influence on 45 RPM. Vicor label, seems not terribly common. Comes with a Philippines Parlophone company sleeve, not sure if it matches the 45 in question or not. Including in case it does. Audio linked below - Strong VG condition, plays well.
