I believe this to be a 1978 Paul McCartney Wings Band on The Run promotional picture album. It is from Capitol Records and marked as SEAX-11901. There is a printed section on the album cover that says it is a limited picture edition and the sound quality may not be the same as a regular edition. It also says this was previously released under a different cover (SO 3415).
As you can see, there is a round hole drilled through the piece. The entire album is sealed in a heavier vinyl type outer covering. I am not sure if this is how it was originally issued or if a prior owner placed this over the album. If you look closely at the photos you will see there is a small defect on the front cover where the paper sort of was damaged. Again, I am not sure if it was issued this way or not.
