This is an old, very rare Japanese music 10 inch antique collectible vinyl record made in Japan in the early 1950's. It is Polydor catalog number LPJ-101. When long playing 33 rpm records were first introduced, they were made in a 10" size before later changing to the 12 inch size that still exists today. This particular album doesn't appear to be available elsewhere on E-bay. It may not be available anywhere on the internet.

The front of the album cover has been translated by a native Japanese to read the following:
"Hogaku Shamisen Mood"
Shamisen by Hoju and Hotou
Arranged by Yoshihiko Kawakami

The record itself only has a few light scratches and played without any sound of groove wear or other problems.
