You are looking at a Venezuelan Promo pressing of The Rolling Stones Steel Wheels from 1989, this is very rare and there aren't many of these around, especially in this state.
The vinyl is sealed (please see pictures and notice that some Venezuelan records came out with a "sello de garantia" sticker that actually seals it, opposed to the standard shrink), to the best of my knowledge this has never been opened and the vinyl is Mint. As per the cover I graded EX, it has some crease close to the guarantee seal (please see pictures).
This a great opportunity to get a rare vinyl hard to find in this condition
