This is a rare 7-inch Berliner record, No. 11011 The Bells of St. Issac's of God Save The Czar, recorded on March 14th 1899. The label has "Bells of St. Issac's" in English and something written in Russian using Latin letters. A Russian records website has this listed as God Save The Tsar and I believe that's what the song is. I've listened to it and these sound like church bells not chimes.
